An industrious vision

Two decades ago, SmartGrowth’s Settlement Pattern Action Plan foresaw the necessity of a business and innovation hub that would capitalise on the sub-region’s competitive strengths. Now, in 2024, the Rangiuru Business Park stands at a critical juncture in its evolution. Designed around the ethos of a connected community, where living, working, and leisure seamlessly coexist, this expansive 148-hectare industrial-zoned park is poised to significantly bolster the supply of industrial land and provide access to opportunity in the Western Bay of Plenty. Projections indicate economic benefit ranging from approximately $16 to $55 million for the district at each stage of construction*.

Quayside currently owns approximately 60 Nett hectares of industrial land at the Rangiuru Business Park and is the first developer, with the requirement to develop certain key infrastructure in Stage 1 before other landowners can develop.

A project of national significance executed at a regional level, the Rangiuru Business Park epitomises innovation and progress. Below, we proudly present some recent highlights and milestones achieved in this transformative endeavour.

Project Progress

The construction of a diamond interchange that connects the Park to State Highway 2, is advancing towards completion with our lead contractor Higgins. Precast panels have been installed to cover the abutment, and the final bridge barriers are in progress, with steel safety rails. In addition, earthworks embankments have been filled and shaped to final levels and more than 200 metres of culverts constructed – a hive of activity alongside the Tauranga Eastern Link.

The Bay Civil team are well underway working on the internal roads in Stage 1a of the Park.  This includes delivery of 22,000m2 roading, 8,000m storm, waste and potable water services, and 3,000m of preparation of common services such as power. Alongside this, bulk earthworks and major structure works being delivered by JMC have been moving along steadily.

The Wastewater Rising Main is afoot, with the drilling and installation of 6,400 lineal metres of pipe, from the Park to the Te Puke Wastewater Treatment Plant. This pipeline will service the wastewater requirements for the fully completed Park. HEB, the lead contractor for this workstream, brings extensive national experience to deliver this critical piece of infrastructure through orchards, grazing land, and private and public roads.

In addition, and driven by the need to service the capacity of the Rangiuru Business Park, the Te Puke Wastewater Treatment Plant is undergoing upgrades. Led by Western Bay of Plenty District Council, numerous major physical works to the plant intend to improve operations and maintenance, thereby ensuring over time that it continues to operate effectively and meet the required water quality standards. This is just one of the many investments into the surrounding infrastructure that supports the long-term viability of this growth area.

Local operators RZG are leading the installation of two Wastewater pump stations being built for the first stages of the Park. A critical piece of infrastructure, that will transport wastewater back to Te Puke Treatment Plant. We reached a positive interim milestone with the lifting of one of the pumps in early March.

The establishment of a 48-hectare stormwater pond and wetland on the eastern side of the Park forms another major workstream within this complex project. The first round of planting, to include 117,000 wetland plants are scheduled to commence in mid-April, with the design deriving influence from the historical natural environment and working in partnership with the mana whenua and local iwi authority – Tapuika, providing jobs for people in the rohe.

In alignment with the SmartGrowth Strategy and the desire to connect the spaces and places that create great communities, the development supports the vision, for creating a sub-region that is a great place to live, learn, work and play. Providing the ‘work’ component of this liveable city ethos, the Business Park had an average of 180 workers per day this past month and is estimated to provide 4,000 jobs once fully developed, proudly bolstering the economic growth wider Bay of Plenty region.

Future Aspiration

The Rangiuru Business Park is set to become one of Bay of Plenty’s most thriving industrial business hubs, strategically nestled in the growth corridor the fastest-growing region in New Zealand.

Invested in our Future – Mauri ora roa is the Quayside vision. For us, this means providing an endowment for our region and its people. One avenue we aspire to do this is by unlocking a future-focused and connected industrial business park, that enables prosperity and allows the region to thrive.
